Our client is currently looking for a Project Supply Chain Specialist on a permanent basis.

Duties and Responsibilities:

  • Ensuring policy is visible and implemented throughout the assigned Project Team(s).
  • Actively participating in and influence contract strategy development process.
  • Assisting in development and optimisation of project specific documentation, systems and processes to include: Qualification systems - questionnaires, evaluations, justifications  ITTs- terms and conditions, remuneration basis, scopes, schedules- Gantt charts miscellaneous  project documentation, to include approval requests, award papers, VOs and amendments, exemptions, close-out, proximity and crossing agreements, tie-in agreements, progress reports  verify and challenge as appropriate project generated specifications, quantities, vendors, delivery times, quoted rates, terms of purchase, etc.
  • Leading in the constant development of SCM best practice in the Project Team and the education of the user and supplier groups.
  • Developing a suite of tools, systems and processes to ensure best practice is established and maintained and occurrences of maverick procurement are minimised.
  • Acting as focal point and expert for all project SCM issues, including strategy development, RFQ, negotiation, order placement, expediting, delivery and order close-out.
  • Timely liaison with contractors, suppliers, materials and logistics personnel regarding delivery and receipt of materials and equipment.
  • Developing and managing appropriate relationships with all project stakeholders, to include OGA, O&GUK, partners, employees and contractors and contractors.
  • Ensuring understanding, application and leadership by example of all responsibilities with regard to the UKBUs procurement policy, processes and procedures.
  • Identifying, realising and tracking cost savings, and recording saving opportunities missed and reasons therefor.
  • Maximising opportunities to achieve commercial advantage, by competitive bidding whenever possible, and contributing towards minimising risk to the company through procurement excellence.
  • Providing subject matter expertise in the development and execution of procurement strategies coaching and mentoring junior colleagues commensurate with experience major challenges: Ensuring compliance with UKBU SCM policies, across the Project Team and appointed contractors.
  • Establishing and developing the Project SCM Specialist role into being a recognised and respected member of the Project Management Team, which provides value and a source of expertise that delivers the optimum technical and commercial outcome.
  • In order to deliver value to the assigned project, during execution stages the Project SCM Specialist will be expected to locate themselves at the execution contractors location, be it office or site based, nationally or internationally, dependent on project evaluation outcomes.
  • Delivering the project requirements, within the stated time frame and budget.

Qualifications / Requirements:

  • Educated to degree level in relevant subject, or equivalent experience.
  • Fully nationally and internationally mobile.
  • Comfortable as a member of Project Management Team.
  • Able to represent and advise Project Manager in all SCM related matters.
  • Sufficiently experienced and confident in project SCM to withstand robust challenge from within project team.
  • Able to influence beyond immediate sphere and in absence of positional authority.
  • Directly relevant project SCM experience within an analogous oil and gas operator.
  • Preferably experienced in a range of project specialisms (i.e. topsides, D&C, subsea and pipeline installation).
  • Preferably experienced in a range of contracting philosophies and the implications, i.e. EPC, EPCIC, EPCM, Alliance, and Lead Contractor etc.).
  • Fully competent in project management administration, terminology and practices.
  • An in-depth understanding and appreciation of capital project management, execution and delivery, and the fit with upstream oil and gas exploration and developments.
  • Ability to demonstrate initiative and provide practical solutions to support project requirements.
  • Ability to manage and lead others, and able to influence at multiple levels, without positional authority.
  • A champion for process improvement when it is evidenced that it will pay dividends. Strong interpersonal and organisational skills with an attention for detail.
