Senior HSE Engineer - VR/17146
Major oil and gas service company looking for a Senior HSE Engineer for a staff position.
The successful candidate will be required to carry out the following duties and responsibilities:
- Providing independent technical HSE advice to ensure that the risks to persons and the environment are managed to a level that is as low as reasonably practicable (ALARP), thereby ensuring compliance with corporate objectives and applicable legislation.
- If necessary performing activities abroad; on site, offshore or with client.
- Assisting the onshore emergency organisation when required.
- Preparing the project HSE plan and construction HSE plan.
- Implementing project HSE requirements into the design.
- Initiating, recommending, providing and monitoring improvements.
- Reporting to Project Management on HSE matters.
- Preparing and executing HSE audits and reviews on construction sites.
- Participating in incident investigations on construction sites.
- Initiating the preparation of Design Performance Standards.
- Acting as focal point for HSE related questions / issues and establishing a good and professional relationship between the company and relevant parties like; the Health and Safety Executive and OSDR.
- Ensuring the health of the Safety and Environmental Critical Elements (SECE’s) by the continuous assessment and documenting of these barriers as described in the Safety Case.
- Reviewing RM’s (modifications and projects) on changes that could influence HSE risks.
- Preparing and executing PSM audits and reviews as per the Asset Audit plan.
- Participating in incident investigations.
- Initiating the preparation of Operations Performance Standards.
- Preparing Tender documentation.
- Pro-actively searching, assessing and distributing new applicable legislation.
- Performing audits on ISO 14001 and Process Safety Management.
- Preparing incident and audit trend analysis and HSE Performance Indicators.
- Acting as focal point for communication with relevant parties like the HSE and OSDR and record correspondence.
- Leading incident investigations.
- Supporting external consultants carrying out HSE studies to ensure delivery of effective solutions.
- Coaching junior engineers and identifying training / competency requirements.
- Contributing to the department year plan.
Education and experience required:
- Bachelor / Master Degree in Chemical or Mechanical Engineering, or equivalent.
- Understanding and knowledge of UK legislation (including OSCR, PFEER, PSR, MAR, DCR) and main regulatory bodies.
- Experience in auditing.
- Experience in function for at least 8 years (only for Senior).
